This helps to hide the hoops, and it provides a slippery layer between your dress and the hoop petti. Makes the dress drape better, and not cling. The trouble is, it's just so pretty you will not want to cover it up with a skirt! Of course, it can also be worn alone under A-line or slightly flared skirts.
